Overview
The “Montreux Document on Pertinent International Legal Obligations and Good Practices for States Related to Operations of Private Military and Security Companies during Armed Conflict” (commonly referred to as the Montreux Document) is an international initiative that addresses the legal obligations of states under international law concerning the activities of Private Military and Security Companies (PMSCs).
Finalized in 2008 as a joint initiative between Switzerland and the International Committee of the Red Cross (ICRC), the Montreux Document aims to provide guidance to states regarding their responsibilities under international humanitarian law (IHL) and human rights law when dealing with PMSCs. It emphasizes the need for effective regulation and oversight of PMSCs to ensure compliance with existing legal obligations.
